About this event
In some cities, the COVID19 crisis was the catalyst for the rapid roll-out of a network of cycling infrastructure. Beck Roy (Melbourne) and Claire Pascoe (Wellington) were at the heart of their cities' delivery of temporary cycleways.
From politically aligned planets to what materials work best and including how to manage community inputs and whether building temporary cycleways are worth it at all, expect a wide-range of precious insights, especially for those of us working in the heart of advocating, planning, and delivering better streets.
In this webinar, Beck and Claire will share their experience and lessons learnt from their time working for Melbourne City Council (Beck) and Wellington City Council (Claire) through in - depth presentations including:

In June 2021 Wellington City Council committed to a rapid roll-out of a bike network within the first three years of its Long Term Plan. This ambitious goal required a departure from the business as usual processes, a significant injection of resources and a heavy dose of trust, leadership and resilience. It also required an extra year. This presentation will look back on the journey as the four years comes to an end.
- Pop-up to paved: How Melbourne planned a cycling revolution | Beck Roy
Melbourne’s pop-up bike lanes enabled quick, low-cost cycling infrastructure during the pandemic, allowing cities to test and refine designs. While effective, some faced challenges due to poor design and communication. Transitioning to permanent lanes involves complex planning, approvals, and community engagement. A phased approach blending flexibility with long-term requirements can create safer, more vibrant streets for all road users.

Claire Pascoe | Transitional Program Manager | Wellington City Council
Claire Pascoe is the manager of the Transitional Program at Wellington City Council, the team responsible for the rapid roll-out of Wellington's bike network and associated walking and public transport improvements. Prior to her role at Council, she worked at the New Zealand Transport Agency as the Urban Mobility Lead Advisor focussed on national design guidance, multi-modal policy and legislation changes and delivery programmes such as Innovating Streets and the Urban Cycleways Programme.
Beck Roy | Senior Active Transport Project Officer | Yarra City Council (formerly from Melbourne City Council)
Beck is a transport planner with 14 years of experience specialising in active transport planning and delivering
transformative cycling projects in Melbourne, Australia.
With experience in operations and strategy in tertiary education and transport consulting, she is currently
working within the Transport Engineering team at the City of Melbourne designing and managing the construction of protected bike lanes. City of Melbourne cycling infrastructure programme has built 30km of separated bike paths across the municipality over the past 5 years.
Beck has a bachelor's degree in commerce and a master's degree in urban planning. Her master's thesis investigated shopkeepers' perceptions of customer travel behaviour and local government engagement processes in Melbourne.
Lise Chesnais | Associate Technical Director -Transport Planning | Arcadis
Lise is passionate about delivering transport strategies that support great places. To this end, she seeks to leverage her international experience and share global best practice in the Australian context. Lise is recognised as a great storyteller; and she strives to deliver interactive and engaging presentations.
Lise has been a specialist in cycling and pedestrian planning for 15 years. She is an Associate Technical Director where she leads the delivery of integrated transport planning projects.
