About this event
The Transport Modelling Guidelines have been updated to address NSW’s current challenges, and reflect best practice and emerging technologies. They now provide a clear, consistent foundation for modelling – making it easier to deliver reliable results that support NSW priorities such as housing delivery and improved transport solutions.
What’s new:
The updated guidelines incorporate modern techniques, and offer structured processes and practical tools for evidence-based modelling across planning, appraisal, and infrastructure delivery. Developed with extensive stakeholder input, these are our most comprehensive guidelines yet – fit for both technical and non-technical audiences, and ready for today’s needs.
How you will benefit:
The updated guidelines make model selection and scoping more efficient with a clear, stepwise process, and practical checklists – saving time and reducing complexity. You will be using modelling approaches that are robust, transparent, and fit for purpose, tailored to your project’s objectives and context. This will allow you to build confidence in your results by applying recommended sensitivity analysis and risk testing to understand the impact of assumptions and uncertainties. The result will enable consistent, high-quality modelling outputs that align with NSW Government requirements and support strategic priorities.
About this webinar:
This session intends to walk you through the development, purpose, and benefits of the new Transport Modelling Guidelines, hearing from both the TfNSW Chief Transport Planner and Director of Transport Modelling. This session will also have a Q&A portion with the developers of the Guidelines.

Speakers
Simon Hunter | Chief Transport Planner | Transport for NSW
Simon started as the Chief Transport Planner in Transport for NSW in 2022. In this role he is responsible for the Strategic Planning Branch that sets the future direction for Transport in NSW. Simon has worked for over 20 years in the NSW Government, primarily in Transport, working in policy and planning roles in freight, regional and urban transport roles as well as in infrastructure strategy as an Executive Director at Infrastructure NSW.
Prior to this Simon was the Executive Director, leading the Smart Cities work for the NSW Government including the $45m Smart Places Acceleration Program and the Smart Places Customer Charter.
He was DPE’s Chief Data Officer and holds an Executive Masters of Public Administration from the Australia and New Zealand School of Government (ANZSOG).
Karen Willetts | Director - Transport Modelling | Transport for NSW
Karen has been Director of Transport Modelling at Transport for New South Wales since 2021, leading a diverse team that delivers innovative analytical solutions to contemporary transport challenges. She is responsible for both the development and application of the complex modelling ecosystem to support state wide planning and infrastructure investment decisions. She is leading development of the NSW Activity‑Based Model and next‑generation modelling tools that will modernise the state's evidence‑based forecasting capabilities.
Prior to her current role, Karen was leading the analytics and modelling teams within Transport covering passenger and freight data sets and models for metro and regional areas. Originally from New Zealand and a proud Kiwi, she brings cross‑jurisdiction and cross‑industry insights to guide a strong and reliable transport modelling program.
Navreet Virdi | Senior Manager Model Planning | Transport for NSW
Navreet is part of the Transport for New South Wales Transport Modelling function, helping project teams leverage evidence‑based transport models to inform planning, investment, and infrastructure delivery decisions. He led the development of the 2025 Transport Modelling Guidelines and contributes to strengthening the organisation’s analytical capability.
Prior to joining Government, Navreet worked across consulting, private equity, and research, delivering innovative and cost‑effective infrastructure solutions across Australia and North America. He holds a Doctorate in Civil Engineering from the University of New South Wales.
Nicole Vukic | Founding Director | Avandra Advisory and TPA NSW/ ACT Branch President
Nicole is a Transport Planner and Engineer with over 25 years of experience in specialist and multi-disciplinary consultancies. Nicole’s experience encompasses all stages of the project life cycle from strategic planning to design and operation of transport infrastructure.
For over half her career, Nicole has managed technical transport planning and modelling teams, which have grown and transformed under her leadership. Nicole is passionate about working on city-shaping projects, contributing to the creation of great places and influencing how people move between these places efficiently and sustainably, now and into the future.
