About this event
The NSW Government is facing growing pressure to deliver great infrastructure with increasing fiscal pressures. Transport plays a key role in this, with nearly 50% of all committed infrastructure cost across NSW dedicated to the delivery of new infrastructure and the maintenance of existing assets. The role that economics plays in planning and decision making is crucial to ensuring we can do more with less.
Join us to hear how we can better incorporate economics in the decision-making process, and to hear from our expert industry and government panel who will be sharing insights, ideas and opportunities.

Lulu Zeng | Director - Project & Infrastructure Advisory | BDO
Lulu is an economist with over 16 years’ experience delivering innovative economic appraisals and cost-benefit analyses supporting governments to make better investment decisions. Her passion lies in identifying novel ways to assess transport benefits, including developing the NSW economic appraisal guidelines for evaluating freight services, supporting the NSW Government’s proposed Toll Reform program and leading the development of a novel economic solution for Victoria’s Suburban Rail Loop.
Ilya Zak | Head of NSW Business Case Centre of Excellence | Transport for NSW
Ilya is the Head of Transport for NSW’s Business Case Centre of Excellence, TfNSW’s internal team that support and deliver business cases for a range of NSW infrastructure projects (from $50m to $15b+). Ilya's work has also informed cluster-wide strategic reviews and reform initiatives, and his team continues to support delivery of critical infrastructure, providing leadership across multiple Tier 1, 2, and 3 projects and programs. Prior to this role, Ilya held various infrastructure policy and economics positions, including advising government as a management consultant, working directly for the NSW Transport Minister, and working in utilities policy at the Australian Energy Market Commission and Infrastructure Partnerships Australia.
Robert Busch | Director | Hadron Group
Rob is a Director at Hadron Group, working to deliver business cases and support investment decisions across a range of infrastructure, including social infrastructure, transport and precincts. Rob previously worked for Infrastructure Australia, where he played a pivotal role in developing the annual Infrastructure Priority List, highlighting the need to consider Australia’s strategic infrastructure needs prior to making local infrastructure decisions.
Steve Cooper | Executive Director | Network and Development - Sydney Integration | Transport for NSW
Steve has over 20 years’ experience leading public infrastructure programs and services, specialising in managing complex initiatives that enhance communities and provide long-term value. Steve’s strength lies in translating government and organisational objectives into actionable value-for-money solutions while navigating intricate political and organisational landscapes.
