Samira Namin | Technical Director - Electrical Engineering in Intelligent Transport Systems, Traffic Signals & Road Lighting Deployment | GHD
Samira is a Chartered Professional Engineer with 25 years’ experience. She comes from security and surveillance background. She acquired knowledge and experience when she was part of Iran’s Customs Administration (IRICA) integrated detection and screening solution projects. She worked with world leading international companies for federal government and used electrical engineering principles to stop human trafficking and goods smuggling at seaports, border lines, and airports.
Her experience in Australia consists of Brisbane City Council (BCC), Department of Transport and Main Roads (TMR), WSP, Aurecon and currently GHD involved in Smart Motorway projects, Government’s Infrastructure Investment Program, Black Spot Program under Targeted Road Safety Program and Safer Roads Sooner program.
Samira presented in multiple ITS Australia and TPA online conferences.
Luke Foley | Director | CEI Design Pty Ltd
Luke is a Chartered and Registered Professional Engineer (Queensland) with over 23 years' experience in delivering major transport infrastructure projects. He is a director of CEI Design Pty Ltd and specialises in Intelligent Transport System (ITS), traffic signal, and road lighting facilities with expertise spanning planning, design, construction, operations, and maintenance.
Luke’s career includes roles within road authorities, consultancies, and contractors, giving him a unique perspective to effectively manage risks and capitalise on opportunities in his field of specialisation.
Since 2019, Luke has worked with the Department of Transport and Main Roads (TMR) to support the delivery of the multi-billion-dollar Pacific Motorway (M1) Upgrade Program. This program involves the staged implementation of Smart Motorway technologies across more than twenty major projects within the M1 and Coomera Connector corridors. A key focus of Luke’s role is ensuring consistent delivery across all stages to achieve the broader strategic and operational objectives of Smart Motorway technologies.
Marcus van der Velden | Technical Director | Arcadis
Marcus van der Velden is a seasoned expert in transport technology with over 30 years of experience. He has been instrumental in delivering smart mobility solutions, asset insights, and advanced transport systems. His extensive background in engineering, construction supervision, and financial auditing has enabled him to provide invaluable advice to both public and private sector clients. Marcus's expertise spans mobility services, asset management, freeway communications infrastructure design, and ITS advisory services. At Arcadis, he has played a pivotal role in major projects such as the Smarter Roads program in Victoria, the North East Link in Melbourne, and in the delivery of Westconnex and the Sydney Gateway projects.
Amir Khoei | Manager - Network Optimisation Planning | Department of Transport and Main Roads
Amir Khoei is a Registered Professional Engineer with experience in transport and traffic engineering, road safety, and network operations. He currently manages the Transport Optimisation Planning team at the Queensland Department of Transport and Main Roads, where he leads multimodal corridor assessments to identify solutions to operational challenges through a focus on whole-of-network performance, traffic efficiency, and improved road safety outcomes.
Amir has held senior and principal engineering roles across state and local government as well as consulting, and is recognised for his expertise in transport planning, traffic engineering, road safety, and data-driven network optimisation.
